Support the municipality in its technical, financial, and legal decisions within the framework of implementing the district heating network and biomass boiler room.

Our main tasks
- Report on the different legal management structures for district heating networks. Advice on the most suitable legal structure for the project and the municipality of Plérin.
- Assistance in the creation of the SPIC (Industrial and Commercial Public Service) responsible for organizing heat sales in the municipality. Drafting of the service regulations and subscription policies. Budget preparation.
- Assistance with the consultation for the project management team responsible for implementing the district heating network project. Drafting of the consultation file and analysis of the bids.
- Monitoring and supervision of the design, construction, and acceptance phases. Particular attention to the municipality’s expectations, technical constraints, budget, and the projected schedule.
- Assistance in setting up an operating contract for the boiler room and the district heating network. Drafting of the consultation file for companies and analysis of the bids.
- Bilan de fonctionnement de l’installation sur la première année d’exploitation. Monitoring of the energy and technical performance of the boiler room and the network. Prevention of deviations.

- Connection of 10 municipal buildings and a nursing home (EHPAD) to the renewable energy district heating network,

- Thermal density: 1.3 MWh/m,
- CO2 emissions avoided compared to natural gas heating: 300 tons/year.
Résultats obtenus
Project in the project management phase, schedule respected since the start of the mission.
The implementation of a biomass boiler room and a district heating network with heat energy sales requires in-depth expertise, both technically (boiler technologies, filtration, wood storage, deployment of networks in public spaces…) and legally (regulations, choice of network management mode, drafting of heat sales contracts for future users…).
Calling on a consulting firm qualified as RGE Biomass is a major asset to ensure the success of such a project and to manage the technical, financial, and time-related challenges.
